Dragos is Partner, Strategic Relations at DTCP Infra

Dragos has joined DTCP in early 2019 as a Senior Strategic Advisor. In October 2021 he moved into a Partner role in charge with strategic relationships of the organization. Dragos has been involved in the development of DIV II fund from the early days, providing an institutional perspective to the process.

He is a senior investment professional with deep expertise in telecommunications, technology, and industrial sectors. Before joining DTCP, Dragos has spent 17 years at Ontario Teachers’ Pension Plan (OTPP) where in the last decade he was a Director in the Global Active Equities Group in charge with the global coverage of TMT and Industrial sectors. At OTPP Dragos run with full discretion a global Long/Short strategy with $1bn in assets, and was part of the investment committee of the Global Active Equities Group which was in charge with the management of a global concentrated long only strategy with $6.0bn of capital.  He also participated in cross asset class transactions with Private Equity, Infrastructure and Fixed Income teams of OTPP.

At Teachers’ Dragos was actively engaged in strategy discussions at the senior management and board of directors’ level with the portfolio companies. Some of the engagements have been highlighted in media articles (Financial Times July 23, 2010, Wall Street Journal March 12, 2012, Nikkei Business Review 2014).

In Jan 2020 Dragos joined Portland Investment Counsel in a Portfolio Management role. At PIC he has been co-manager of Portland Focused Plus, a unique equity strategy of concentrated portfolio construction with dynamic leverage. In 2020 Portland Focused Plus won the Canadian Hedge Funds Award in the 5-year return category.

Born and raised in Romania, Dragos moved to Canada in 1995. He travelled extensively around the world during the last 20 years and developed a truly global perspective. He is a runner and a fitness enthusiast.

Dragos holds an undergraduate degree in Engineering from Transylvania University in Romania, an MBA with a Finance specialization from the University of British Columbia, and a Directors’ Education Certificate from Rotman School of Business at the University of Toronto. He is also a CFA chart holder.
